What Should a Remodeling Estimate Include? A Guide for Montgomery County Homeowners

When you collect quotes for a kitchen, bathroom or basement project, the numbers can look very different. Often that is because each remodeling estimate includes different things. A good estimate tells you exactly what you are paying for, so you can compare contractors fairly and avoid surprise costs later.

Here is what a clear remodeling estimate should include, how to compare quotes, and the red flags to watch for in Maryland.

What a Good Remodeling Estimate Should Include

  • Scope of work. A room-by-room list of what will be removed, built, installed and finished.
  • Materials and allowances. Brands, models or price allowances for cabinets, counters, tile, flooring and fixtures.
  • Labor. Who does the work, including any licensed trades like electricians and plumbers.
  • Permits and inspections. Whether permit fees and the paperwork are included.
  • Demolition, haul-away and cleanup. These are easy to leave out of a low bid.
  • Timeline. An estimated start date and how long the work should take.
  • Payment schedule. How much is due, and when.
  • Warranty. What is covered and for how long.
  • License number. Maryland home improvement contractors must be licensed by the Maryland Home Improvement Commission (MHIC).

How to Compare Remodeling Estimates

Put your quotes side by side and compare them line by line, not just by the total. Ask each contractor:

  • Are the same materials and finishes included, or are the allowances different?
  • Are permits, demolition and cleanup included?
  • What happens if hidden problems, like water damage or old wiring, are found?
  • Who will be on site, and who is my main contact?

The cheapest number is not always the lowest final cost. A bid that leaves out permits, subfloor repairs or cleanup can end up costing more. For typical price ranges, see our 2026 remodeling cost guide for Montgomery County.

Red Flags in a Remodeling Estimate

  • A single total with no breakdown.
  • No MHIC license number, or a license you can’t verify with the state.
  • A large deposit. Under Maryland home improvement law, the deposit can be no more than one-third of the contract price.
  • “No permit needed” for work that changes plumbing, electrical or walls.
  • Pressure to sign today or cash-only payment.
  • No warranty, or vague warranty terms.

You can check any contractor’s license with the state’s Maryland Home Improvement Commission. Hiring a licensed contractor also makes you eligible for the MHIC Guaranty Fund if something goes wrong.
